MARYSVILLE — The Marysville Police Department will be holding a public notification meeting to release information regarding a pair of Level III sex offenders residing within the city limits of Marysville.
Robert Stanley David Bergen and Paul D. Harell have registered as sex offenders with the Snohomish County Sheriff’s Office, and will be residing in the 4900 block of 61st Street NE in Marysville. Bergen is an 85-year-old white male who stands approximately 5 feet, 6 inches tall, weighs 174 pounds, and has gray hair and blue eyes. Harell is a 39-year-old white male who stands approximately 6 feet tall, weighs 190 pounds, and has brown hair and blue eyes.
The public meeting will take place on Thursday, Nov. 3, starting at 7 p.m., on the second floor of the Marysville Public Safety Building, located at 1635 Grove St., in the Police Training Room.
According to official documents, Bergen has convictions for sex offenses dating back to 1947. He has been convicted for the crimes of indecent liberties in 1947 with a 9-year-old female victim, in 1951 with a 7-year-old female victim and in 1974 with a 13-year-old male victim, as well as assault in the second degree and communication with a minor for immoral purposes in 1974 with a 14-year-old male victim, attempted communication with a minor for immoral purposes in 1957 with 9 and 10-year-old female victims, and his most recent conviction in 1997 for communication with a minor for immoral purposes, in which Bergen attempted to have oral sex with a 13-year-old male victim. Bergen served 60 months in prison for this crime. In all cases, the victims were not known to Bergen.
Bergen completed the sex offender treatment program in 2010 while incarcerated at the Washington State Special Commitment Center.
According to official documents, Harell was found guilty by Alford Plea in 1994 of rape in the first degree and two counts of rape in the second degree. These convictions were the result of Harell sexually assaulting three different adult female victims. All three victims were unknown to Harell at the time of the sexual assaults. In each case, Harell entered into the victim’s residence while the victim was asleep and threatened them with physical harm. In each case, Harell used a knife or other sharp item as a weapon during the assaults. During the assaults, Harell also used a mask to conceal his identity.
Harell had been incarcerated in the Washington State Special Commitment Center where this year he stipulated to the court that he is a sexually violent predator. He will be residing in a sex offender transition house. He has served the sentence imposed on him by the courts and is not currently wanted by the police. He is currently under supervision with the Washington State Department of Corrections’ Marysville Field Office.
This notification is not intended to increase fear. Rather, it is the belief that an informed public is a safer public. Level III sex offenders are those offenders whose risk assessments indicate a High risk of re-offense within the community at large.
