LYNNWOOD — At approximately 10:45 a.m. on Monday, Sept. 30, Level 3 sex offender John E. Stains was located and taken into custody at an apartment in Lynnwood.

Members of the Marysville Police Department Pro-Act Team — with assistance from the Snohomish County Violent Offender Task Force, which is made up of personnel from the Snohomish County Sheriff’s Office and the U.S. Marshall’s Office — were able to develop information that led them to an apartment in Lynnwood. Investigators learned the apartment was the residence of the family member who was the victim of Stains from his 2009 conviction.

Officers gained access to the apartment and located Stains inside. He was taken into custody without incident, and will be booked into the Snohomish County Jail on a felony warrant and a new charge of failing to register as a sex offender.
